If there are only a few bad apples in policing, how do they rise to the top of the ranks? The last case of a corrupt NH police chief reported on the Free Keene blog, less than one year ago, involved New London, NH’s then-chief threatening college girls into stripping so he could photograph them nude in the police department basement.

Now, in the case of Canterbury, NH Police Chief John Laroche, he’s accused of multiple cases of sexual assault (rape) against a teenage girl. To be clear, the girl was of the age of consent, however Laroche was in a position of authority over her, as he was in charge of the Police Explorers program, where teenagers explore whether they would like a career in law enforcement. Apparently, it’s also not uncommon for them to explore their sexuality with the officers.

Laroche was arrested in August, according to this press release from the NH Attorney General. He’s now been indicted on multiple counts, according to NH1.

Lawsuit: Creepy Judge Sexually Harassed, Then Fired, Court Clerk

Justice of the Peace Russ CaseyAccording to a federal lawsuit filed in Tarrant County Texas, a North Texas judge forced a court clerk into performing sexual acts between 2009 and 2014. It’s also alleged in the suit that Justice of the Peace Russ Casey sometimes wore his judge’s robes while sexually harassing Martha Kibler and even forced her to have sex with him shortly after her son died in 2013. She also claims to have a semen stained dress and shirt to substantiate her claims.

According to MySanAntonio.com:

Kibler, who has worked as a county employee for 22 years, began working for the court in 2007, the lawsuit states.

About two years later, she entered his office to repay a personal loan.

“Judge Casey informed Kibler that he was not interested in her money and instead he grabbed his penis and told Kibler to perform oral sex,” the lawsuit alleges.

“After Kibler said ‘no’ and that she could not do that for Judge Casey, Judge Casey responded that he was good to her, had loaned her money and kept her employed and thus she had better return the favor. Kibler complied and performed oral sex on Judge Casey,” according to the lawsuit.

Casey then routinely coerced Kibler into sexual acts, which twice included intercourse, and threatened to fire her if she refused, the lawsuit says.

Eventually, Judge Casey, who had previously been investigated for sexual harassment, but not indicted, by a grand jury fired Kibler. Casey claimed that Kibler was fired for stealing money, while she claims it was for refusing to have sex with him.

Kibler had also complained twice to the Tarrant County human resources department, but was reportedly told that there was nothing they could do, since he was an elected official. After she was fired by Judge Casey, the human resources dept. put her on paid administrative leave, then transferred her to a different department. The lawsuit also claims they told her they would investigate the judge, but never did.

Three out of seventy ain’t bad…

Although they tend to be pretty good at finding oversized contact solution containers and mothers with unauthorized breast milk, the Transportation Security Administration has once again shown that they pretty much can’t find any actual weapons. In the latest series of tests where undercover Homeland Security Agents took realistic looking weapons through airport checkpoints to test the TSA screeners, they failed to find those “weapons” 67 times out of 70 attempts. That boils down to 95% of the time that had someone actually been walking through with a hand grenade and shiny pistol like the one to the left, they would have made their flight with time to spare.

As thorough as the Transportation Security Administration screeners may be as they rifle through your belongings, the agency isn’t performing where it counts.

In a series of trials, the Department of Homeland Security was able to smuggle fake explosives, weapons and other contraband past airport screeners in major cities across the country, according to ABC News. Officials briefed on the Homeland Security Inspector General’s investigation told the station that the TSA failed 67 out of 70 tests conducted by the department’s Red Teams — undercover passengers tasked with identifying weaknesses in the screening process, NJ.com reports.

During the tests, DHS agents each tried to bring a banned item past TSA screeners. They succeeded 95 percent of the time…

In one test an undercover agent was stopped after setting off an alarm at a magnetometer, but TSA screeners failed to detect a fake explosive device that was taped to his back during a follow-on pat down.

This isn’t actually something that should be particularly shocking since the TSA has a long history of failing these types of tests. This dates all the way back to 2006, when screeners in Newark (where one of the planes hijacked on September 11th departed from) missed 20 out of 22 guns and bombs that were sent through security, but also include incidents in 2007 in Albany, NY, and 2010 in Houston, TX. So while the TSA employees tend to be really good at finding stuff to steal, using the screenings as a pretense to grope people they are attracted to or expose the breasts of underage girls publicly, and humiliating innocent cancer survivors; they have a pretty solidly bad track record of not finding stuff they should actually be looking for. In fact, in spite of claims of enhanced techniques and the acquisition of even more evasive equipment since the last time they failed miserably at these type of tests, they’ve only gotten worse and have still yet to capture a single terrorist attempting to board a plane.

In the wake of the most recent massive failure, the head of the TSA has been re-assigned (but not fired obviously, because he works in a government job and that just doesn’t happen, even if the agency you run has a .050 batting average on the one thing they are actually supposed to do.) Also, they’re going to enhance those techniques again and look for some more expensive and faulty equipment to buy.

Homeland Security Secretary Jeh Johnson on Monday reassigned the leader of the Transportation Security Administration and directed the agency to revise airport security procedures, retrain officers and retest screening equipment in airports across the country.

TSA Trading Liberty for SecurityThe TSA’s acting administrator, Melvin Carraway, is being reassigned to a different job in the Department of Homeland Security. Acting Deputy Director Mark Hatfield will lead the agency until a new administrator is appointed.

The directives come after the agency’s inspector general briefed Johnson on a report analyzing vulnerabilities in airport security — specifically, the ability to bring prohibited items through TSA checkpoints.

 Johnson would not describe the results of the classified report, but said he takes the findings “very seriously.”

So there you have it, some incompetent people have been moved around and things are being taken very seriously. Since the truth behind the TSA is that they are designed more to control people (they officially refer to those lines you wait in as “corrals“) and to give the appearance of safety by making it look like they are doing something, that’s gotta be pretty reassuring (said nobody ever).

On Wednesday (May 27, 2015), Patrick Taylor turned himself in on charges involving child pornography, stemming from a March 19th raid on his house after investigations by the LVMPD’s Internet Crimes Against Children Task Force and Internal Affairs Bureau. According to Metro, he is being charged with a single count of possession of child pornography and two counts of distribution of child pornography. In spite of the seriousness of those charges, he has been released without bail after his initial court appearance at the Regional Injustice Center in Las Vegas, which took place Wednesday morning. The only conditions being that he promise not to contact his victim or to access the internet or social media.

Anybody that has been paying attention in recent times undoubtedly has noticed that one of the many crimes on the rise within the ranks of police officers are sex crimes. It’s getting rare when even a week goes by that CopBlock.org isn’t posting a story about a cop being caught using their position to rape or in some other way sexually exploit someone. In fact, this isn’t even the only time in recent history that a Las Vegas cop has been caught, as the LVRJ’s article about this case points out.

Taylor isn’t the first Metro officer to face child porn allegations in recent months. Metro officer James Henry, 37, pleaded guilty in December to one count of possessing a visual presentation depicting sexual conduct of a child. He was sentenced to four years on probation in April. Henry was originally charged with 10 counts of child pornography possession. Prosecutors said several images were found on an online storage account that belonged to him.

The 12-year department veteran was arrested in October after an investigation into child pornography on his Google cloud account. Henry worked as a patrol officer in Metro’s Convention Center Area Command, which includes the Strip.

In addition, there is the case of the woman, who was sexually assaulted by a Las Vegas court marshal (see video below) and then arrested for reporting it to a judge (that ignored her complaints), a detective, who assaulted the hooker he was visiting (while on duty and driving his police vehicle) after she increased the price on him, and that’s just within Las Vegas in recent times. As you can also see by the quoted LVRJ article above, Taylor’s child porn predecessor, James Henry, only received probabtion for his crimes and exploitation against children. Yet another example of the lack of accountability that these cops have come to expect from the “Justice System” and, no doubt, one of the explanations for this influx of criminals in general within the police departments nationwide.

Police Sergeant Rapes Woman in Guayama, Puerto Rico *Updated*

The Puerto Rican Police Department has an especially bad reputation in regards to crimes committed by employees of that outfit and a lack of accountability for those crimes, after the fact.

Island of Impunity: Puerto Rico’s Outlaw Police Force” a June 2012 report by the ACLU states: “The Puerto Rico Police Department is the second-largest police department in the United States. It has been plagued by pervasive corruption, domestic violence, and other crime within the police force. The high incidence of criminal conduct among the PRPD’s ranks is symptomatic of a larger institutional dysfunction of the police department’s policing and disciplinary systems.”

Puerto Rico: Island of ImpunityOn April 3rd, 2011 at approx. 3 AM, My mother Lillian Rodriguez was walking home from a bar. She decided to walk home since she lived approx. 10 minutes walking distance away from her home. To avoid drinking and driving, she left her vehicle at her mother’s house. While on her way home, she was offered a ride by Sergeant Javier Figueroa, a 22 year veteran of the police force in Puerto Rico, who was on duty at the time, in full uniform, and driving a police vehicle . With all the trust in the world since he was a cop, my mother Lillian boarded his vehicle to get home safe.

Once she showed Javier where she lived, he pulled up in front of my mother’s house, let her out, and followed her to the door. My mother stated to him “There is no need to escort me to the door. I am fine” The cop insisted he would escort her to the door. Once my mother opened the door she went in and he followed her inside aggressively while knocking a hand mirror that was on the table next to the door to the floor. (Which he picked back up and placed back on the table, first DNA evidence, finger prints) He than locked the door behind him and approached my mother aggressively.

Lillian began to ask why is he in her house and why did he lock the door, while telling him to leave immediately. He continued to walk towards her and told her to take off her pants (while holding his gun) Lillian began to cry and asked him “Why are you doing this?” He replied by telling her to shut up and do what he says that “if you scream no one will believe you” “Do not make this harder than it has to be for yourself” He then committed rape and sodomized her in a brutal way with no mercy. After he was done he asked my mother where is the kitchen she pointed to the direction of the kitchen he went and cleaned his penis with a napkin and threw it in the kitchen trash can (second DNA evidence, sperm, fluids).

He quickly left the house and my mother called 911. She then called a friend to tell her what happened and to take her to the hospital. Police arrived at the hospital to take a statement from Lillian, but one of the officers, named LT. Madeline Velazquez, is related to the sergeant who committed the crime. This was unknown at the time that my mother gave the statement. In total, four officers where involved in the cover up for the accused sergeant. Each officer committed perjury and lied four times on official statements. Because each officer could not get their made up stories together, they were given four chances to rewrite their statements so that all four statements/stories would add up, make sense, and be presented in court to make my mother seem like a liar and justify charging her with false accusations.

One of the officers, named Gelly, a veteran of 29 years, was suppose to be the sergeant’s on duty partner for that night, but he was dropped off somewhere else. He lied multiple times on a statement, stating that the sergeant was with him at all times. Three months later the DNA evidence of the mirror and napkin the sergeant used finally came back from forensics and confirmed that it was positive that it matched Sergeant Javier Figueroa. The DA quickly made a deal with four officers, including Javier’s partner, that if they testified against the sergeant that they would keep their jobs and not be charged with perjury.

The trial has been going on for two years already. The DA, Radames Vega from Tribunal of Guayama, Puerto Rico, has been manipulating my mother’s case, tampering with the officers and my mother’s statement to try and clear the sergeant of any wrong doing, so he can get his job back. Javier is on paid administrative leave for over three years and six months now (since 4/8/2011). My mother’s case is being carried out with an unfair bias, even the judge, Mary Del Pilar Moreno, is leaning towards the sergeant’s favor in this case. I have contacted FBI to investigate this case over and over again for the corruption that is happening but I get no answers.

This case needs media and/or public attention again so this pig and the other four pigs, along with him, get exposed, Puerto Rican Police Department Rape Allegationtaken off the streets, and sent to prison; before it’s too late and this trial is over. Next court date is November 6, 2014 (updated below) to interview the last three witnesses’. The case number is GDP2012-0104. I have posted a link (in Spanish) of a popular Puerto Rican news paper that covered this case when it first came to light and interviewed my mother. She was also on two major TV shows in PR about this case. I have also uploaded a picture of the pig Javier Gerardo Figueroa Montanez who’s Facebook profile can also be found with that name. The profile pic is him on a motorcycle. Just adding that as you may well know PR Police dept run on US government funds and the same constitutional rights apply in Puerto Rico, as here in the U.S.

UPDATE:

Puerto Rican Police Department Rape ClaimAfter posting the original submission, I contacted Javy Rodriguez for an update, since the original court date mentioned was in November. This is his response concerning the current state of the case:

The case was delayed yet again. My mother wrote a letter to the secretary of justice in Puerto Rico he started to investigate the case but the DA in charge of my mother’s case has now refused to continue the case therefore delaying the case and it has been suspended to January but no exact date, the secretary of Puerto Rico is now involved but those officers that committed perjury are still on duty and as far as the rapist sergeant he is still on the street. Attached is a picture of a recent article in the news paper of Puerto Rico. (In Spanish unfortunately). Also, the secretary of Puerto Rico is more involved in the case but we can not put in any trust in his words either. His name is César R. Miranda Rodriguez (Secretary of justice in Puerto Rico).
